Bitcoin climbed back from around $81,500 to test $84,800, then settled just below it. ETH sits near $2,470, and the Fear & Greed Index moved up to 68 (KuCoin).

But quiet price action doesn’t mean nothing is happening. Spot Bitcoin ETFs pulled in more than $1 billion across three sessions, while Bitcoin’s 28-day volatility dropped to one of its lowest levels this year (The Block). The market is clearly waiting for two dates: the Fed decision on October 28 and the US midterms on November 3.

In the meantime, the more interesting stories were happening underneath the price, at Robinhood, Base and Pump.fun.

Regulation: the stablecoin yield fight just shifted

This one flew under the radar, but it might be the most important update of the week.

The OCC, the regulator for US national banks, finalized its rules for the GENIUS Act, the stablecoin law signed last year. The rules set standards for banks, non-bank issuers, foreign issuers and custodians, and they take effect on January 18, 2027 (KuCoin).

The key detail: the OCC dropped the restrictions on yield it had previously proposed. Yield has been one of the biggest fights between banks and crypto firms, because a stablecoin that pays interest competes directly with a bank deposit. It’s too early to say how issuers will use this, but the direction is clear.

Elsewhere, the pace picked up too:

Switzerland: FINMA approved the country’s first spot Bitcoin ETF for retail investors.

UK: the FCA opened consultations on DeFi compliance guidance and exemptions.

France: proposed that platforms under MiCA take responsibility for some of the DeFi activity they give users access to.

South Korea: the national crypto bill is close to completion, while the tax debate heats up (The Block).

Robinhood: tokenized stocks are no longer an experiment

Here’s a number that’s hard to ignore. Robinhood Chain processed $526 million in tokenized stock volume in July. In September, it did $11.31 billion. That’s roughly 21x in two months (SpendNode).

For years, tokenized stocks were a nice idea that few people actually used. That’s changing fast, though Robinhood doesn’t have the market to itself. Solana just passed Robinhood Chain in the number of tokenized stock holders for the first time since July, adding more than 260,000 holders in October alone (Cryptopolitan). Robinhood Chain still has 1.48 million holders, so this looks like a real race rather than one winner taking everything.

A few other Robinhood updates worth knowing:

New products: the SEC approved binary options tied to company metrics, such as Robinhood’s customer count and revenue. Robinhood is expected to be the first broker to offer them to retail (CoinDesk).

Lighter: the perps exchange plans to apply for US licenses next month and expects to integrate into Robinhood’s US offering once approved. Approval is not guaranteed, but LIT gained more than 15% on the news (CoinGabbar).

Earnings: Robinhood reports Q3 results on October 27.

Base: from general-purpose chain to trading venue

Base is going after the same opportunity as Robinhood, from a different angle.

Base creator Jesse Pollak laid out the plan this week: add ten tokenized stocks a day for the rest of 2026 to pass 500 listings, and launch Base Blue, a VIP program for high-volume traders. Base is now the second-largest chain by TVL at $6.2 billion, with about $100 million in daily tokenized stock volume (Blockchain.News).

Activity also jumped. Daily active addresses on Base hit 629,142 on October 21, a 30-day high and 82.5% above the previous week’s median (The Cryptonomist). Worth noting, though: the spike lined up with a GMGN trading competition that runs until October 26, so it may not last.

Two more Base-related stories:

Aerodrome and Velodrome merged to launch Aero across seven networks (The Block).

JPMorgan is bringing JPM Coin to Ethereum, after first issuing it on Base (CoinDesk).

And for anyone waiting on a Base token: prediction markets give it only about an 8% chance of launching before the end of 2026.

Pump.fun: a growing platform built on short-lived tokens

Pump.fun is quietly becoming more than a memecoin launchpad.

On October 17 it launched perpetual futures on BTC and ETH, built on Hyperliquid’s infrastructure. Four days later it replaced Relay, its outside cross-chain provider, with its own Pump Bridge. The company says trades are now about twice as fast, with 92% fewer errors (Crypto Briefing).

The business is still strong. Pump.fun earned $14.26 million in the week to October 19, third among on-chain protocols (CoinMarketCap).

But there’s a part of the story that gets less attention. A Bitquery study found that 79% of Pump.fun tokens had no trades after their first day (crypto.news). The platform keeps winning, while most of the tokens launched on it don’t. That’s worth understanding before chasing the next launch.

The PUMP token hasn’t escaped either. Despite ongoing buybacks and burns, it closed October 15 about 32% below its October 7 high (TokenPost).

Then there’s the new partnership. Pump.fun signed pseudonymous trader Kimchi for a creative role, a deal its co-founder confirmed on October 20. Kimchi’s reputation rests largely on a claimed $40 million profit from the TRUMP token that has never been publicly verified, and a token named after him launched on Pump.fun around the same time with a highly concentrated supply (Crypto Times). None of this proves wrongdoing, and no partnership terms have been published, but it’s a reminder of how quickly reputations get turned into marketing in this space.

Other moves worth knowing

A handful of smaller stories stood out this week (KuCoin):

Solana started its Alpenglow upgrade, the biggest change to the network since 2020. It could cut transaction times to around 150 milliseconds.

Zcash confirmed its NU7 upgrade for November, bringing block times down to 25 seconds. Two whales opened 10x leveraged longs worth about $37.6 million.

Aethir (ATH) tied its token burns directly to network revenue, and the token gained nearly 9% on the day.

Kraken was relatively quiet. Its last major move was a $100 million Series E in September at a $21 billion valuation, and there’s still no confirmed IPO date (Forge).

Token unlocks to keep an eye on:

Date

Token

Unlock (% of circulating supply)

Approx. value

Oct 23

APR

52.96%

$6.6M

Oct 23

SOON

5.96%

$6.1M

Oct 24

SOSO

7.59%

$7.8M

Oct 25

XPL

5.02%

$17.9M

APR stands out: an unlock of more than half its circulating supply is large, whatever the dollar amount.

What to watch next

Three dates will likely set the tone for the coming weeks:

October 27: Robinhood’s Q3 earnings, the first look at how its crypto and tokenization push shows up in the numbers.

October 28: the Fed’s rate decision, with markets still pricing a chance of another hike.

November 3: the US midterm elections.

The bigger picture this week is that the real progress in crypto isn’t coming from price. It’s coming from tokenized stocks, stablecoin rules and platforms building their own infrastructure. Whether that translates into the market is still an open question, but it’s where the attention should be.

This article is for informational purposes only and is not financial advice.
