Crypto Weekly: Hawkish Fed, Stalled CLARITY Act and the RWA Build-Out

Crypto starts the week on the back foot. Bitcoin slid from about $84,200 to near $81,000 before bouncing to roughly $82,000, and leveraged longs paid for it: $586 million of the $672 million in 24-hour liquidations were longs (KuCoin).

Total crypto market cap sits at about $2.85 trillion, down 2% on the day (CoinGabbar). ETH trades near $2,450 and the Fear & Greed Index dropped from 69 to 57.

The driver is macro, not crypto-native news. A hawkish Fed, 10-year Treasury yields above 5% and an oil spike are pushing investors out of high-valuation assets.

Macro and policy: the Fed is tightening again

The Fed raised rates on September 16 for the first time since 2023, a unanimous 25 bp hike to 3.75–4.00% (Fed decision recap). The median dot now sits at 4.1% for year-end, implying one more hike in 2026.

The next FOMC meeting is October 27–28, less than a week before the November 3 midterms (MPA). Futures price a 20–25% chance of an October hike and a full hike by year-end (BabyPips).

This week’s macro calendar:

DateEvent
Oct 13Fed Governor Waller speaks; JPMorgan and Goldman earnings
Oct 14US September CPI, the key print of the week
Oct 15G20 finance meeting, Fed Beige Book, PPI, retail sales
Oct 16Fed Chair Warsh speaks at the IMF meetings in Bangkok

Geopolitics adds pressure. An attack on a tanker in the Strait of Hormuz and uncertainty over a Russia–Ukraine energy ceasefire lifted oil to a one-month high (KuCoin).

Regulation: CLARITY Act stalls, agencies take over

The Senate cloture vote on the CLARITY Act failed 49–50 on September 15, well short of the 60 needed (Fireblocks). A motion to reconsider keeps the bill alive, but passage this year now looks unlikely.

US crypto rulemaking has shifted to the agencies. The SEC is writing rules under Project Crypto, while the GENIUS stablecoin law is enacted but only partly implemented (Publish0x).

Two smaller items matter too. FASB is weighing whether qualifying stablecoins can count as cash equivalents. In France, the Finance Committee rejected the 2027 budget’s revenue section, killing a proposed crypto exit tax.

Large caps: ETF money is leaving, except for XRP

US spot ETFs saw about $1.25 billion in combined outflows from BTC, ETH and SOL funds in the week to October 11, while XRP funds kept attracting money (CryptoSlate).

AssetWhat happened
BTCETFs lost $681M on the week; Strategy still bought 250 BTC and now holds 848,250 (Bitcoin Sistemi)
ETHETFs lost $542M; EDCON in Kuala Lumpur (Oct 17–18) may clarify Glamsterdam mainnet timing (CryptoTicker)
SOLWorst major of the week at -8.1% (CryptoTicker); HKEX lists its second spot SOL ETF today
XRP13 straight weeks of ETF inflows; XRPL activated institutional account controls on Oct 9, yet price is down about 24% YTD
HYPEDown 5.5% on the week to about $85, but still the top-10 leader at +233% YTD

RWA: steady growth while prices fall

Tokenized real-world assets keep growing regardless of the price action. Distributed on-chain RWA value reached about $39.16 billion, up roughly 1.1% week on week, with 5.2 million asset holders (OneAsset / RWA.xyz).

The week’s main RWA developments:

  • Tokenized stocks go mainstream. Securitize launched Securitize Stocks on October 8, starting with 12 US equities including Apple, Nvidia and Tesla.
  • Morgan Stanley delays, but stays bullish. The bank pushed tokenized equities on its ATS to Q1 2027 and expects a $3–10 trillion tokenized RWA market by 2030 (The Block).
  • On-chain stock trading is growing fast. Weekly DEX volume in tokenized equities is up 447% since Robinhood Chain launched in July.
  • Stellar gains share. Tokenized assets on Stellar hit a record $3.5 billion, up about 360% year on year (ZyCrypto).
  • Asia and Europe build rules. South Korea will extend security tokenization to stocks, bonds and funds from February 2027. ESMA opened a call for evidence on tokenized collateral at EU clearing houses.

The gap between today’s $39 billion and Morgan Stanley’s 2030 range is large, so forecasts this size deserve caution.

Altcoins: Korean listings and tokenomics drive the movers

In a falling market, the altcoins that rose had a specific catalyst behind them (KuCoin).

  • Wormhole (W): up over 40% in seven days on its 2.0 tokenomics, which add a reserve fund, staking rewards and biweekly unlocks.
  • Reserve Rights (RSR) and Gitcoin (GTC): both spiked on new KRW pairs at South Korean exchanges; GTC gained over 100% intraday before closing up about 40%.
  • Blur (BLUR): fell nearly 30% after announcing the blur.io frontend will shut down on November 12; the on-chain protocol keeps running. Yuga Labs advised users to revoke Blur contract approvals.
  • NEAR and Ethena (ENA): each lost over 13% in the latest sell-off.

Token unlocks this week:

DateTokenUnlockApprox. value
Oct 16ARB1.56% of circulating supply$18.4M
Oct 17CRO2.33% of circulating supply$69.5M
Oct 17ASTER1.65% of circulating supply$31.7M
Oct 17DBR10.25% of circulating supply$12.0M

Bottom line

In the short term, crypto is trading on macro: Wednesday’s CPI and the October 27–28 FOMC matter more than any single token. ETF outflows and long liquidations show risk appetite is cooling, while treasury companies keep buying the dips.

The structural story points the other way. RWA value keeps rising and big institutions keep building, even as US market-structure legislation stalls and regulation moves to the agencies.
